Regional Commercial Manager / Commercial Manager /Change Control Manager

AmeyColas has a £150m turnover contract with Network Rail to carry out Track Renewals within Western, LNE and LNW. Paul was brought into the business to head up a team of 15 surveyors throughout the business with the focus on Managing the Change Control Process for both Conventional and High Output Track Renewals. This meant working under RT24, NR7 and NR12 Forms of Contract. Paul's Key Achievements during his time at AmeyColas included developing the Change Control Databases to deliver more accurate information to monitor the Change Controls, to write a new Change Control Process, to successfully help deliver £15m of variations to the contracts in Contract Year 11/12.

Following success with the Change Control Manager role Paul was asked to take over the Depot QS role at Bletchley, where he was responsible for the daily Commercial duties including Sub-contract management, cost management and the production and reporting of the 4 weekly reports and the production and submission to the client of all Change Controls for Bletchley depot. Bletchley depot operates both TRS and BCS High Output systems for track renewal works undertaken under the NR12 Form of Contract. During his time as Depot QS Paul recruited and trained an Assistant QS before handing over the daily responsibilities for the Commercial duties.

Now as Regional Commercial Manager, Paul heads up the Commercial Teams within the ACJV High Output Depots in Bletchley, Swindon and Crewe, who manage the daily Commercial duties including Sub-contract management, cost management / reporting and the production and submission to the Client of all the Change Controls for their Depots. These Depots operate the TRS and BCS High Output systems (including both HOBC and MOBC) for track renewal works undertaken under the NR12 Form of Contract.

John Sisk

Hyde Park House

Project was to refurbish existing open plan office areas on 7 floors to create offices and residential areas to be used by the Kuwait Embassy. Contract value was £5.3m in 3 weeks.

Our role was to manage the Subcontractor Procurement. This involved sending out packages for subcontractors to price, carry out full analysis of returned quotes and then to arrange and facilitate pre-order meetings with the selected contractors to finalise all of the contract details.

Greenwich Interchange Building

The construction of a Bus Terminal and car Park above the JEL underground station for London Underground Ltd as part of their Millenium Project for London. Contract Value £13m.

Our role was to assist with Subcontractor Procurement, which involved sending out tender packages for Subcontractors to price and carry out full analysis of returned tenders.

Craven Hill Gardens

John Sisk had refurbished a development in London to create a hotel. The project overran both the original timescale and budget.

Our role was to put together a claim to recover the monies owed to John Sisk by their Client. Our claims team had to carry out full research of all the contract information John Sisk had available, to come up with the necessary evidence in the form of instructions to carry out works; for which John Sisk had not been paid, as the Client felt that they had not instructed John Sisk to carry out this work.

SIAC

A449 Coldra to Usk Project

The project was to construct a new widening strip along the existing carriageway, including the installation of new gullies, existing bridge reconstruction and the construction of new crossovers in the central reserve. The second year of the project was to resurface the carriageway with Whisper Concrete, raise the gullies and create new drainage channels in the central reserve and along the edges of the carriageway. Contract Value was around £12m.

Our role was to carry out site measurements and agree them with the RE’s, look at Labour and Plant allocations and costs. Record the labour times onto a computer spreadsheet from the clock cards and organise their payment. Write up measurement sheets and measurement summary sheets.

Precept Programme Management

A 12 month project, the remit was to undertake a complete and thorough investigation of all construction documentation; including Site Diaries, Architects Instructions, Client Instructions, Drawings, Construction Programmes, Correspondence to investigate and prove what had been the fundamental reasons for the delays in construction and the escalation in construction costs. Our findings were to be used in the forthcoming legal dispute.

On completion of the research, we then produced as built programmes and also a complete reconstruction of the construction process in coral draw.

We also provided independent advice to the Director who was responsible for writing the final expert witness report to be used during the hearing.

We also took responsibility for the production and distribution of the final document to the relevant parties
